TOWN OF SOUTH WINDSOR
WORK SESSION MINUTES

TOWN COUNCIL                                                   MONDAY, FEBRUARY 7, 2011
COUNCIL CHAMBERS                                                               TIME:  7:00 P.M.


1.      Call Meeting to Order

Mayor Pelkey called the meeting to order at 7:00 p.m.

2.      Roll Call

Members Present:        Mayor John Pelkey
        Deputy Mayor Ed Havens
        Councillor Gary Bazzano (arrived at 7:02 p.m.)
        Councillor Tom Delnicki
        Councillor Janice Favreau
        Councillor Kevin McCann
        Councillor Cary Prague
        Councillor Keith Yagaloff

Also Present:           Matthew Galligan, Town Manager

  • Board of Education Capital Projects
Mr. Patrick Hankard who is the Facilities Manager for the School System came before the Town Council.  Mr. Hankard reviewed all of the Capital Projects for the Board of Education except for the computer improvement capital projects, as shown in attached Exhibit A.

Deputy Mayor Havens stated that he feels Ellsworth is one of the best looking buildings in this community and it is important to keep maintain that facility.

Councillor Bazzano questioned if item #2 and #3 would have been covered under the referendum that was defeated a couple of years ago?  Mr. Hankard stated that they would have been.  Councillor Bazzano requested that a running tally be kept on items that would have been covered by the referendum if it had passed.

Councillor Prague thanked Mr. Hankard and the staff for the upkeep on the schools during the snow storms that have occurred stating that many schools have been closed due to the snow on the roofs.  Councillor Prague also thanked the Town Manager and the Public Works Director for their part on the Town side.  Councillor Prague then questioned if there were any other items at this time that should be added to this list?  Mr. Hankard stated that it is too early at this time to tell.

Councillor Delnicki asked in item #2 regarding the security doors, if any of the doors are electronic card access doors?  Mr. Hankard explained that most of the security doors are primarily interior classroom doors.   

Councillor Favreau questioned if there are any health concerns regarding the roofs on the modular classrooms?  Mr. Hankard explained that the leaks are due to the age of the roofs.  As long as the interior ceilings are kept dry there will be no mold or mildew issues which would result in health concerns.

Mr. Hankard stated to the Council that as a homeowner in South Windsor, he is very happy with the work that Public Works is doing with the snow removal.

Mr. Al Mothersele came before the Town Council to review the Computer Capital Improvement plan for the schools, as shown in attached Exhibit B.

7.      Executive Session

At 7:15 p.m. Councillor Yagaloff made a motion to go into Executive Session to discuss a personnel issue; tax incentive negotiations; the draft contract with the Ambulance Corp; and a personnel issue regarding the Board of Education contract.  Councillor Delnicki seconded the motion; and it was approved, unanimously.

The following individuals went into Executive Session:  Mayor Pelkey, Deputy Mayor Havens, Councillor Bazzano, Councillor Delnicki, Councillor Favreau, Councillor Prague, Councillor McCann, Councillor Yagaloff, and Town Manager Matthew B. Galligan.

At 8:00 p.m. the Executive Session was recessed in order to go into the Regular Meeting.

At 9:35 p.m. the council went back into Executive Session.

8.      Adjournment

At 11:20 p.m. Mayor Pelkey made a motion to adjourn the Executive Session, the Work Session, and the Regular Meeting.  Councillor Favreau seconded the motion; and it was approved, unanimously.
